INEGI (Instituto Nacional de Estadística Geografía e Informática) is the Mexican government agency resposible for geographic information. This extensive website is only in Spanish.
The INEGI website has a digital map that allows you to zoom in and get the street names including those of towns so small that the town names do not appear on Google maps. Yet there are small towns that appear on Google maps but not on this site.

After opening, enter the name of the location in the city box. By zooming in you can access good street level views of several cities. Maps are about the same size as the medium in Expedia.
Click the Search for a place button and then enter the name. The maps are available in three sizes. Except for Mexico City, the detailed views are poorly done. However, the site is excellent for getting directions in Mexico or from a location in the U.S. to a location in Mexico.

This map site is navigated similarly to Map Quest and Expedia. Only Mexico City shown in detail, but it's done well.
The best features of this website are the 21 state maps. The links to Map Quest city maps is not carefully done. Most have no details. There are other links on this site that are bad.
